I noticed that the noise.fra file installed on Windows Server 2003 seems to
use some kind of unicode-like coding (the file includes null characters,
also a fair amount of white spaces). Still Notepad doesn't seem to be able
to read this file properly (UTF-8 looks like the best result with white
spaces left and a non printable char at the end of each line).

Which kind of coding does it use ? How can I safely update this file ? (was
previously just ANSI AFAIK)
